    Entering combat?

    I just got Singed.I damage an enemy with his poison trail but never actually touched them, does that count as entering combat?

    Yes, combat is considered dealing damage or being dealt damage.

    It depends on how you want to build and who you're up against, but I don't think Sorcerer's is good at all on Singed.

    The best boots are Ninja Tabi / Mercury's for defense or Swifties for offense. Usually you'll want either Tabi or Mercs though instead of Swifties because of the defensive role they play early on.
