Considering Teemo's Toxic Shot is a passive and always enabled, it should never stop working and you shouldn't have to "enable it" during games. As long as you have at least 1 ability point into his E, it'll always work.

If such a bug is still troubling you when you're playing Teemo though and you're sure that it's actually a bug, I'd recommend to contact Riot Support and make a ticket for that bug instead.
