I have a couple of questions about this:
-1. About the cheat-sheet, I don't completely understand how can that be out-dated because of the fact that build depends on opinion and strategy.
-2.How do you PM?

Jovy's answer is correct. "Outdated" means that your content is outdated (an item was nerfed or reworked and you still have the old description) or you have removed content in your guide (if is still in the guide despite having been removed from the game).

You can sent Private Messages by clicking the envelope icon at the top-right of the screen. You can also navigate to someone's profile and click the Send PM button next to their avatar.

out dated means its not updated to the current patch of the game, which can lead to certain items being less useful or runes being changed. this prevents the build/guide from being as useful/effective

to pm click on their profile and you'll see an option near their profile pic

Ok thanks, but I want to ask you, how strict is that "less useful"? Because strategy your shoving reflects on how useful some item is in the build.

well for example if you had an build saying to build then that wouldnt be useful since he got reworked and attack speed is no longer viable on him in this patch. just ask yourself - is this the most optimal build? does this give the best chance of winning if they are new to the champ?

Viability actually isn't so important as correctness in regards to the RP giveaway.

Aatrox was a good example, here's another. Infinity Edge got changed a couple patches ago but if you still have it in your Miss Fortune guide that doesn't mean your guide is outdated, even though after that patch it is no longer a good buy for MF. The guide is still considered updated as long as the numbers and the description of IE are still correct.

Unless the description of the item/ability (or the numbers etc) are wrong as well. If someone's abilities got changed (buffed, nerfed, different damage numbers, scalings) but that's not reflected in your guide, then it's considered outdated. If you have Banner of Command or something like that in your guides, then it's outdated as well since that item got removed.
