    Scaling HP is never really a good stat for you as a top laner because it gives you almost no combat stats for the early laning phase and flat health is only more effective than armor is up to about 750 hp, so I would still suggest just running armor on most champions - even against opponents who deal mostly magic damage because you have to take into account damage you take from auto attacks and more importantly, minions.
    What you could do is mix in a couple of armor quintessences with some flat health seals (flat health because again, you want those combat stats for the early laning phase) and get better survivability that way.

    IMO:
    Pre-6: Flat HP > Flat Armor > Scaling HP;
    Post-6: Scaling HP > Flat HP > Flat Armor;
    Average: 4x Flat HP + 5x Scaling HP.

    I mix my top lane bruiser runes atm. I have 5xflat armor and 4xflat health page and 5xflat armor and 4xscaling health page for top. Paired with Hp/5 quints you are quite tanky in the beginning game
