"So far in ranked, I've gone with Lizard with full CDR (Brut, CDR boots, and 5% cdr mastery). Reasoning being that is Fiora is pretty much useless without her ult, so might as well get it on as low of a cooldown as possible.
I did a couple of Feral jungles in normal and it was good too. Very fast "

"Looks nice. No reason to get Feral Flare for Jungle Pantheon though. Pantheon needs to gank early game to build an advantage that his team can snowball off of. Feral Flare requires little to no ganking in order to fully stack. The two do not match."

I have actually seen Talismans built on Pantheons, and even though it does work for many of the reasons you say, it is quite the troll buy and definitely requires you to be ahead to validate the purchase.
