I see ur point Giratina and i commented on it earlier, but essentially i only take smite in some matchups/cases.

1. Against a tanky top laner (or AP)
2. you need some good engage on ur team or a kiting team
3. your main job is to peel and be frontline tank

I really think there are many advantages having smite on shen as u can read in the above.
And eventhough taunt into flash is really strong and flash probably the best spell in the game, you can still make bigplays without flash, forexample I playd a game today;

Around min 35 in the game enemy team is taking baron, its a pretty even game but its only me and Caitlyn there. They are all about 50% hp but they are 5. I (E) over the wall and steal nashor. Cait is on the other side of the baron wall shooting. Result: we kill them 2v5, Having thornmail and 4000 hp does so much work, combined with smite dmg and about 300 dmg from passive, Shen can solo almost any AD champ he can land a taunt on.

Tbh, Smite on shen almost makes him a different champion imo. He is less about engaging, except for ultis.
He is more about frontlining, peeling, zoning, objective control and most importantly; he scales so well with cinderhulk instead of sunfire cape!

Im finding skirmishers stronger than triforce tbh, not having to build sunfire and triforce is rly nice, I think cinderhulk is pretty much a combination of these two items + u get the bonus health wich is rly nice for scaling, and u get to smite objectives and clear camps way faster. Gromp buff is so damn strong with much HP and thornmail!
u will be doing so much dmg if u Q-taunt-smite-Passive-Q with gromp buff and thornmail. At the same time u are rly tanky, about 4 k hp with just warmogs cinderhulk and phage. this means ur passive will do about 300 dmg!
