How about a champion where the longer he does not use any abilities his AP builds up over time and when he uses it the built up AP will be used and the build up restarts again there will be a cap of course that he can build up to. See that's the thing I'm good at starting ideas but sometimes can't carry them out. The ultimate should tie into his passive as i mentioned before. His other abilities should be all some sort of damage like a dps, a burst and a small range power house AOE. Ok I got it his ultimate when active his spells do 25% more damage and it is active for 10-30 seconds the percentage of damage increase increases with the levels and the rate of his passive rate increases with levels too. The ultimate cannot increase the passive AP over so much damage so that he is not overpowered.

If you're focused around building up AP or AD and then blowing it all, it's going to create a too farm-centric champion and completely make roaming or basically anything besides not laning viable at all.

I kind of agree with Jebus. I would make him work like a pendulem. For instance, The longer he waits to use abilities the more the AP bonus will scale. Have the flat bonus constant though. However, the more often you use abilities it begins to lose the AP bonus over usage but increase CDR.

Example:

Skill: Aged Fireball
- Deals 70/120/170/220/270 (+.2 - 1 AP) builds .2 ratio every 15 seconds
- CD is 10-2 lowers 2 seconds every time this skill is used.

Explanation:
You have 500 AP. You have waited 2 minutes. You have level 5 aged fireball. You will deal 770(270+(1*500) magic damage. You have to wait 8 seconds now (because it lowered CD). The next time you use it, it will deal 670(270+(500*.8) magic damage. Eventually, you will deal 370 (270+(500*.2) magic damage but it will be on a CD of 2 seconds

Yah that what I was thinking but he would be powered down obviously but he would be hard to play and you would have to think about how you gang him
