I was going to play a custom match yesterday and discovered that they now require there be at least two actual people in the match in order for it to start. Is this happening for everyone else or was it just a fluke? And if it is happening for everyone else, why is Riot implementing this and how long before it is changed back? I use custom games to try out new builds, new champs, and for quick games when I need my LoL fix but may not have time to finish a real game. Therefore, I don't see the point in requiring two people in order to play a custom match.

Riot does this when their servers are getting overloaded, it is not permanent.

Adding bots or playing games with very few players (a lot of people do this) causes more stress on the servers during high traffic.
