And about CD reduction. I don't need it smallyi. Because Bouncing Bomb doesn't have long CD and I with Lich Bane I've got a great burst. So no CD reduction.

Please let me explain before you vote -1. I buy lich early because of Ziggs Short Fuse i have to say his passive is bit op. With Sheen early game I can dominate mid easily and later with Rabadon's Deathcap and Lich Bane I do tons of damage and it gives me a great burst.
