There's a good rune guide. As for masteries, they should be fairly easy to figure out, but will generally go 21 in the offense tree.
EDIT: Don't buy runes until level 20. That's kind of important.

Generally you can forget about them. If you have enough to combine into a tier 3, go for it. Otherwise, just leave them.

These may seem nooby, but my friend told me that you should have all purpose runes and masteries for both AD and AP. Is that true?
