[Champion Idea] Dagar - The Warlord of the Desert

Lore~[WIP]:
The Shurima desert is a cruel, unforgiving wasteland; desert storms and fearsome creatures plague the dunes, making for an inhospitable environment. Survival in the desert lands is a challenge; felt more by none other than the desert tribes. One such tribe lead by Dagar.

Known for his unmatchable battle prowess and instinct for survival, Dagar is trusted by his people for the survival of the tribe. Scavenging is a must in the desert for survival, and Dagar and his tribe regularly raid floating pyramids, fallen tribes and animals for whatever food, water and resources they can get for survival and trading. The heat of the day and the chill of the night is harsh conditions for tribefolk to live in, but Dagar ensures a smile is on everyone’s face, the children and women are always fed and the fire is always roaring at night. Having struck a deal with his Demacian neighbours, Dagar ensured the survival of his tribe in the form of food and water aid from Demacia in return for their alliance with Demacia and the trade of gold and gemstones found scattered in the desert and pyramids.

That was until Demacia went to war. The political instability in the mainland was a constant concern for Dagar’s tribe, but he was assured they would receive protection from Demacia. That was why it hurt the most when he was stabbed in the back by the Demacian’s themselves. With all resources focused on the war efforts, the Demacian’s cut all supply trade and communication with Dagar’s tribe as they were merely seen as leeches on the great Demacian Empire.

Now Dagar’s tribe lies in ruins as it’s gasping for survival. With provisions running low and disease and famine breaking loose survival looks bleak. With the hopes of his tribe resting on his shoulders, Dagar enters the League of Legends so that he can ensure the survival of his tribe, and get revenge against the Demacian Empire.

Overview:
Dagar is an AD bruiser, that is mainly ability reliant. He can use his abilities to disrupt and hinder his foes before swiftly picking them off. Could be played top-lane, or even mid like Lee-Sin or Yasuo. Similar in playstyle to Darius.

Visuals:
Looks like Sultan Gangplank, although his clothes aren't fancy and he has no jewels etc, but he had khaki rags and a a headwrap (not a turban). Middle-eastern man, with middle-eastern skin tone and long black hair that comes out of the back of his headwrap, and black stubble. He wield's two curved scimitars. Has a middle-eastern accent and a low gravely voice. Sort of evil tone. Some reference pictures:

Abilities
[PASSIVE] - Scavenger
Dagar receives bonus health and mana regen after killing a unit. This effect stacks up to 5 times, with 1 stack being lost every 3 seconds. Killing a champion grants full stacks and doubles the bonus regen until all stacks are lost:
0.1/0.3/0.5% maximum health and mana becomes bonus regen
0.5/1.5/2.5% at max stacks (1%/3%/5% on champion kill)

[Q] - Sand Cyclone
Dagar whirls his swords on the spot creating a sand cyclone, dealing damage to all enemies, slowing them and pushing them back slightly. Slow decays over time:
400 AoE, 7/6/5/4/3s CD, 50 mana
130/160/190/220/250 (+ 80% AD) physical damage
10/15/20/25/30% slow for 2s

[W] - Quicksand
Dagar forms quicksand at a target area that lasts for 4 seconds, slowing enemy champions and dragging them towards the centre of the sinkhole. The longer opponents stay in the quicksand, the stronger the slow becomes, and they are damaged every second they remain in the quicksand. Enemies at the center of the sinkhole also take 50% increased damage from all sources:
400/450/500/550/600 AoE, 700 range, 15s CD, 60/70/80/90/100 mana
10/15/20/25/30% min slow, 20/30/40/50/60% max slow
80/120/160/200/240 (+40% AD) per second as magic damage

[E] - Scorching Scimitars
[PASSIVE] - Dagar gains bonus armour penetration
+5/10/15/20/25 armour penetration

[ACTIVE] - Dagar's next auto-attack slices the target enemy with both his blades simultaneously, scorching his target and dealing bonus damage whilst ignoring some armour and applying Grevious Wounds for 3 seconds. The cooldown of this ability is reduced by 1 second everytime a crowd control effect is applied to an enemy champion.
10s CD, 30/35/40/45/50 mana
+20/40/60/80/100% bonus AD
3/6/9/12/15% armour ignored

[R] - One With the Desert
Dagar throws one of his Scimitars in a line (skillshot) and once is hits and champion (champion is stunned) or lands he becomes sand and burrows to the sword, slowing all enemies in his path, and once he reaches the sword he erupt out of the ground knocking up all enemies in the area. If he fails to hit a champion his burrowing is slower, but the cooldown is reduced by 25%:
80/70/60s CD, 200/175/150 mana
1000 range (skillshot)
600 movement speed when burrowing (500 if skillshot misses)
450 AoE for eruption
150/250/350 (+ 100% AD) physical damage

General notes:
I wanted to make a champion that had a place in the LoL lore, and I noted that Mount Targon and the Frejlord had a lot of champions associated with them, but the Shurima desert had only few. I thought the Shurima desert should have a tribe like Mount Targon has Pantheon's tribe and the Frejlord has like a million different warring tribes.

Would like to hear what people think, any comments appreciated! This is my first champ idea, but don't hold back.

Passive seems a little bland. I feel like there's a way you can make it more unique to his kit. The slow duration on Q is pretty high. You might want to think about lowering the duration a bit, since 3s is a really fking long time hahaha.

It's hard to tell how W will end up. Atm im kinda picturing it to be something along the lines of vel'koz W, which imo would make it a not very ideal spell for your champion. You might want to think about reworking it a little. Here's something that immediately came to my mind as an alternative:

The lifesteal is nice to have, but with the champion's mobility being tied exclusively to his ulti, i find it unlikely he will have a favorable spot in this season's meta. You may want to think about changing his E to work somehting along the lines of fiora's Burst of Speed, where she gets bonus attack speed and movespeed on each successive attack.

Thanks for your feedback!

I imagine the [W] to be like an eruption of sand in a column, similar to the character Kunka's water-eruption ability in Dota.

However I do like the quicksand ability, and I think it helps him setup his ultimate a bit, so I will implement that :)

Seems like a champion that is really good for engages and sticking to targets.

You should swap the passive of his [E] with his [Innate], then make the Arm.Pen. a steroid that has an active to work with.

Make his [Q] slow decay over time, because even with so little slow and an initial knowckback, the duration makes it too powerful for sticking to your target.

I always feel that regen passives should be innate (Trundle, Swain etc)
I think his new [E] could be reworked into something like Dariu's [W]. I'll sort something out with it.
