Why AP Ashe?
AP Ashe has really good pick potential and can even win some 1v1s against unprepared enemies. Although her only AP scaling is on her 
Enchanted Crystal Arrow, it is a 100% scaling, making the ability hit hard.

Laning Phase
Because Ashe unlocks her only AP scaling at level 6, she won't have the strongest early game, and will heavily rely on her Volley base damage. In general, the first few levels will be slightly weaker than if you'd be playing ad. You can still get good harass with Volley, as it also procs Arcane Comet, which in result, although untested, should also proc Cheap Shot.

Purpose of AP Ashe
AP Ashe in an ult bot, and you won't get many kills as her. Think of her more as a poke/pick support. She can get people low, but she can rarely get the finishing blow herself. That's why you should focus on following your team, getting picks, etc. Also, although her Volley has no AP scalings, it synergises really well with Liandry's Torment.
