Teemo is an odd champion in the sense that he has seen play in every role and can utilize almost any type of build. Beacuse of its viability and humour, I prefer AP MS Teemo as you can end up chasing your enemies down even if they do use flash. If you're trying to play seriously I do not recommend this build becasue, even though it can work, it does lack flexibility due to needing to go all in with spellbinders, or not at all. (You can use one spellbinders on a regular build but you won't up with as much MS).

Summon Aery - can pro twice with poison passive
Manaflow Band - Need mana
Transcendence - Gives you a good boost mid game and helps you to stay consistent over the course of the game
Gathering Storm - Can be changed, i use it because it provided extra ap consistently

Sudden Impact - Amazing on Teemo as it procs whenever you leave stealth
Ravenous Hunter - Improves Survivability

Now we're down to the part that makes this build unique, 5 spellbinders and whatever boots best suit the situation. If you can start getting your spellbinders and the enemy team has little MR you can do extremely well, the issue is if the enemy does have MR or lots of CC to counter your speed and AP. If more than 2 enemies begin to go MR I recommend abandoning the memes and going a bit more defensive, as this build lacks adaptability.
One of the most important things you gotta do with this build: WATCH THE ENEMIES ITEMS

Q and E are going to be your main source of damage mid fight and your R will be useful to chip away from across the map or finish off a low health enemy. Due to being able to go so fast, you'll likely only need it for the chip. After maxing Q I recommend going into E then W and alternating, upgrading R when able. This skill sequence can be adjusted though, so do whatever makes you feel the most comfortable.
