Gave it a + because I like the Black Cleaver rush. It's actually used quite often in Trynd builds, Riven builds, or any other AD toon due to the fact that it costs 1k less than IE. I consider this to be better than IE because it lowers the armor of your opponents, which makes it easier for any of your ad guys to bring that one guy down. I like it when I'm playing Riven and the Ashe player rushed BC because it really helps me get a few kills in.

I am planning on doing all this stuff, and explaining my choices more :) it just takes time, so be patient with me :p Even the boots will be given an explanation ;) Your item sequence is perfectly fine too, it is like always completely dependant of the game itself :)

O.O Your build is COMPLETELY WHITE... Add some color xD

Also, please tell me that the Black Cleaver was meant to be after the boots... I mean, honestly, rushing it is useful, but, it's not like you will catch anyone without the first lvl of boots...

Also, allow me to ask something, why is it that you leave lifesteal for that for on the build?

IMO:

Doran's sword --> Boots --> Black Cleaver --> Vampiric Scepter --> Berserker's Greaves --> Zeal --> Infinity Edge --> Bloodthirster --> Banshee's Veil --> Phantom Dancer

Yes, Phantoms only in the veeeeery late game, why? Well, you won't be spamming as many Frost Shots when your targets just basically die in 4 hits, but you certainly will need extra lifesteal after your first BF sword and AVOID ATTACK SPEED, the black cleaver alone will make you hit a very high cost of mana on your Frost Shot already.

The build is solid, but you need:

Situational items
COLOOOOOOOOOOR
Why do you use those specific Summoner Spells?
Why don't you just instantly max every skill in order of importance?
Would there be any other runes to take?

I know it's some work, but if you fix those, I'll upvote, if not, *sadface* like a boss for you : (
