Introduction
While this build does help a bit against the squishiness, it is mainly set to boost ap while maintaining a high mana regen. Feel free to post constructive criticisms, this is by no means a definitive build and I am still occasionally changing it.
I find at the beginning, getting lots of mana regen is key, so chalice really helps. But for that to be enough, you need a larger mana pool. Archangel's gets that so you will basically never run out of mana except if you spam many spells at once, but even then it will not take long to regen. Alternatively Rod of Ages will have a little less mana and AP by the end, but more survivability.
If you are more careful with mana, you can get mejai's soulstealer instead of archangel's and it is completely viable, and gives you an extra AP boost, though I notice I have to go back to recharge mana much more if I do not have a larger mana pool.
Sorceror's boots are fairly standard and self-explanatory. The added speed is good speciall when slowing with miasma and boosting your own speed with Noxious blast.
The order between Rylai's scepter and Rabbadon's cap will depend mostly on how the game is going. If you see you are not getting hit a lot and just need more damage output start with the Cap, otherwise the scepter boosts the slow on miasma and gives you some added health.
Finally Void staff gives you more spell penetration and another shot of ability power. Alternatively, you can get will of the ancients or Hourglass for some spell vamp/survivability.

With noxious blast being the main harassing skill and getting the most out of extra AP, I like to level it up as fast as possible, but miasma is important to at least have so you can slow opponents. With enough harassing your opponent will go down significantly in health, then use miasma to slow and poison, and twin fangs for added damage. I have found that usually they can run away so that I have trouble getting the last hit with twin fangs, but the poison usually finishes them off.
One thing that often works well. Even though Cassiopeia does not do burst damage very well, it only takes a few seconds to take a significant proportion of health, so when enemy champs are chasing, pave their path with miasma and noxious blast, and when they are low enough, use ult to stun them, then use noxious blast and twin fangs to finish them off.
Beware of ganks as she is very squishy. You can use miasma to cover your escape. Petrifying gaze is also fantastic for a counter as the area can easily stun many opponents that you can subsequently poison. Make sure you can either take them down or get away though because the stun will not last too long, and if they are still alive, you are pooched.

The most important thing to pay attention to in this build is this: Do not chase, at all. You will get killed. You never want to face another champ head on when you are by yourself. Rely on distance and DoT to do the work for you.
