I have been using Teemo since summoner level 13 when he used to be my main. Back then I used Ferrovials Teemo magic on hit build. My builds were made from playing Teemo for so long and using what I think is best for each role. They are all viable for ranked play and they are extremely good. I hope you think so too ENJOY! (I will keep on editing and adding more parts to this guide as more votes/views come in. Eventually it may be a full build. But I don't to write to an empty room.)(Give me constructive criticism or debate with me on elements of this guide in the comment section.)

Each of these builds are optimized for different lanes and the CURRENT ranked metagame and to not compete with a lane but counter it (most of the time). The current metagame is Ad bruiser top, offtank, or tank, ap carry mid, ad carry and support bot, and ad bruiser,offtank or tank jungle. Magic on hit (ideal for mid because you will be going against ap carry and this build rushes Wit's End and Mercury Treads so you can have good defence while having good offence, Teemo is also very good at dodging skill shots. Ad Bruiser (ideal for solo top because you will have the strongest early game with ad, zone melee and also have enough tankiness to kill them toe to toe especially with blind exhaust and blind combo)and ap(for dominion mid or bot because shrooms on relics and bushes on bot are op because you can bait on dom as you are solo.) Teemo also counters bot which has ad carry because you can blind them and out dps them(early game) OK then so these builds are optimized to counter common lanes in ranked, so you will be able to defeat people very easily unless they counter teemo (: (I will have a chapter with champions that counter teemo or can counter teemo, I may miss a few though)

Greater Mark of DesolationAD BRUISER (IDEAL FOR SOLO TOP):
You want armor pen to do more damage. Pretty straight forward.
AD BRUISER (IDEAL FOR SOLO TOP):
These are also for more damage. You may wonder why I take 2 ad marks and 7 arp marks instead of full arp or ad? Well the answer is with 7 arp and the Sunder mastery you will have 18 armor pen which is more arp then the base armor for most champions. This way you wont lose any dps lvl 1 which is a lvl you want to be aggresive at because Teemo has op early game. Now I realize many people who are solo top take armor seals but these runes are the most versatile for ad(imo).

AD BRUISER (IDEAL FOR SOLO TOP)
This is for reduced damage to you so you can hold your own against ad the most common type of damage for a solo top champ. If they use ap solo top then use magic on hit teemo top to counter them. You can also use these on magic on hit teemo if your going bot.

AD BRUISER (IDEAL FOR SOLO TOP)
Now because the opposing solo top will usually be ad you don't need flat mr for damage reduction. Instead take these so once your out of your laning phase these will usually give you just as much or more mr and will keep giving you mr per lvl.

Greater Quintessence ofAD BRUISER (IDEAL FOR SOLO TOP)
These are for strong early game so you can kill champs easily early game.

Has potential to 1v any number depending on the situation and deal lots of damage to all of them(not neccesarily kill) and come out alive
Kind of limited(in viability to dom)

you can't 1v1 non squishies unlike ad bruiser or ap

AP: DOMINION, usually bot. NOT good on SR because of the playstyle required. To play AP on dom put shrooms on all the relics and near towers and bushes and pretty much any area anybody will walk. You play defensively if your solo. You must time your skills with lich bane to get the PROC.Its very important(cooldown on lichbane 2 sec after you use the proc not when you activate it), this means you will sometimes use w or r just to get the proc(thus awkward playstyle) Use auto attack q auto attack combo on enemies and then bait into bush(with shrooms) when they chase. You can destroy any melee(most) by using w or r to lichbane proc your attack then bait into shroom or until they catch up, then immediatly use q auto attack with lich bane proc and ignite if neeeded and auto attack them until blind is up, there usually dead by this point, if they arnt use w to lich ban proc and then run until q is up to lich bane proc AGAIN. you can also use r to lich bane proc.The will be defeinitly dead by this point. You must time your abilities to lich bane proc, it is alot of your dps.As well as baiting into shrooms with rylais which will give you an intense slow which willl make them move at snails pace giving you time to wait for the lich bane proc cooldown.If they are ranged your nuking ability will probably kill them before they can kill you, just lich bane proc and bait. They may run away towards a health relic and then get killed by the shroom that sits upon it.(WITH this playstyle you can destroy anyone)You must also bait sometimes to wait for your cooldowns.If you havnt realized why ap teemo isnt viable for SR its because you have to bait(you cant often because of teamfights) and you use the shrooms on bottom bushes and health and speed relics to destroy people as well as the fact that you can only use your main strategy when your solo vs etc people whereas you dont solo often in SR past the laning phase.
