I also made a dominion build for noc, and when i look this over, i personally think it lacks dps. Noc needs ad and as, and there isnt much as. I personally recommend getting a recurve bow first, then cap first base than go b and get boots. I find that the most effective for as and movement speed early game. I'll have my build up in a few days if you want to check it out.

1 thing. In ur sequence u max out Paranoia at lvl 14. This is only possible at lvl 16.
And this build leaves u incredible squishy and vunerable to burst dmg. Maybe add some items for survivability?
