Note: This is not a guide for how to play Garen, simply a build to utilize in conjunction with those guides.

The purpose of this build is to create a champion that is able to attain First Blood early in the game, leading to an advantage over other enemy champions, and maintaining this advantage throughout the game. Garen serves this purpose well, because, built with armor penetration runes, he is able to deal large amounts of burst damage without much worry for either health (has his innate passive) or mana (does not use mana). After early game, having racked up a few kills and a monetary advantage over his opponents, Garen will continue to build this lead with The Brutalizer. The additional armor penetration will only make his attacks more deadly to early-game opponents who have little armor. However, at this time, he is rather squishy, and may be brought down easily if focused on. This is where Warmog's comes in. A single Warmog's Armor will allow Garen to have the survivability he needs to continue to initiate ganks and support his team in team battles throughout the game. (A note here is that I did not go for a Sword of the Occult despite possibly a large number of kills because I don't believe in win-more items. If you choose to you can add it in here, but I personally believe that it will make little difference to the game because if you are losing you'll still be losing, and if you are winning there will be no point in winning any faster.) The Infinity Edge is to build on the fact that his Judgment skill, which is his main damage skill, scales with Critical Strike Chance and thus Critical Strike Damage. By this time, Garen will have a decent amount of health due to Warmog's, and an Atma's Impaler will not only provide some extra survivability, but also increase his damage and critical strike chance. Finally, as a finishing touch, a Phantom Dancer will allow Garen to approach 100% critical strike chance, making him the feared opponent he rightfully deserves to be.

P.S. If the game still isn't over, go sell your The Brutalizer and buy another Phantom Dancer, Warmog's Armor, Sunfire Cape, Nashor's Tooth, or upgrade to Youmuu's Ghostblade, though I personally don't like Youmuu's. Whatever you can afford/feel like on the day.
