Okay first off, I've only played Garen for a week, but i regularly go like 20-3 plus a few assists with him. Second, im only summoner lvl 19 so i also know that my masteries arent perfect but they work for me.
To start grab your +1 move boots and 3 health pots. I usually jump the bushes with a caster with some sort of stun laning with me. Morganna, ryze, or Lux work great. It's still early game so feel free to blow your summoner spells on anyone in the bushes. Garen should be able to easily take out most of the health of the enemies hiding, so you can grab an easy first blood. The health potions along with garens passive will let you lane for a LONG time without recalling. DON'T GET GREEDY. You may be a beast with a shield and a silence but your not invunerable. You can use judgement to harass easily. When a group of minions and a champion or two is approaching, run up and start Judgement just as you hit the mob. continue to push through towards the championsfor a second or two, then pull back before the ability ends. This is an easy way to force enemies back while still doing heavy damage to minions.
When pursued by an enemy or when about to escape, use Courage and Decisive Strike to shield yourself and then have a 2 second move speed increase. Its an easy way to GTFO when you are in danger. Also, youmoo's ghostblade can REALLY help here, its active gives a few seconds of move speed increase.
Demacian Judgement is a great finisher. Your basic attack rotation is going to be Courage first to lay down some heavy damage. If you are taking damage, use courage now. Follow this up with a Decisive strike to do some additional damage and silence your foe. If your enemy is escaping you have Exhaust and Youmoo's Ghostblade's active effect at your disposal to catch the enemy. When the enemy is at about a third or less health remaining, use demacian justice.If this doesn't kill them, ignite your target and then they can run all tehy want but unless tehy have cleanse they will be dead. if SOMEHOW your enemy survives, they are probably a fed Cho'Gath tank and you should consider a gank to take him down.
On a last note - Courage's passive effect is that every time he gets a kill (minions included) he gains armor and magic resistance. You may want to consider leveling Courage early if your stacks of courage are maxing out quickly. Each level you take in the skill raises the cap by 5 armor and magic resist, and each kill grants 0.5 armor and magic resist.
