Rules for the Tank items still apply; Heartsteel against champions that can't get easy access to %HP damage. Iceborn Gauntlet against strong AD lanes and primarily AD comps. Jak'Sho, The Protean against AP lanes and mostly mixed/heavy AP team comps.
The rest of the Tank Legendaries will have their situational strength, even if they are touched up or touched down with nerfs/buffs.

One question. Which Item is your starter or do you adapt? D-Ring, D-Shield, Tear, Corrupting? I read anything didn't find it, perhaps I missed it. Thanks in Advance.
I actually adapt my starting item each game, normally between DRing and Tear. If I’m in a scaling lane then I’ll start Tear and if I’m in a harder match up I normally run DRing.
Sapphire Crystal and Dark Seal are also options, I don’t bother with Corrupting.
