You can change the armor and boots up based on the other teams set up to combat high AP user or AD users you should ether get a ton of kills or a lot of ***ts with this build for hecarim you can also use flash or ghost with heals or anything else you feel like using, add in items that works best for you with this build. I change mine based on my teams setup and my foes set up to ether get ***ts or kills. Also if your team helps get you fed as hecarim you will pawn late game and mid game.
