Deffinently not, I preffere CD reduction, to be able to CC more in teamfights, and also for her passive to accure often :)

Since Leona is played as a tank, getting AP is not so useful. There is no need for Leona to be like other tanks, who need a truckload of AP/skills to make them noticeable and a great target (even if they are tanks) since Leona's passive does that. Most tanks need their opponents to notice them and attack them, but Leona is better played since she helps Nukers A LOT, and her skills has considerable amounts of CC. AP would not be good
