For what?

This build are in test, the objective is take 40% of cd in mid game, to maximize use of "E".
In this patch "E" reduce cooldown when you use the pasive skill, like ezreal.

How to play?

Lucian range now is 500, then you need to be more pasive your early now is not to strong how in last patch, now you need to use e first more times because the pasive skill allways reduce your cooldown and you can make e passive q passive w passive and e again.

Late game

On late game you will be to strong and will have 40% and muramana's damage, if you need more damage you can build last wispers if not build guard angel is more secure, but be atemp you can't delete a char this build don make criticals like infinity edge, but you will be high mobility char like ezreal
