Pain in the neck. She can poison your creeps preventing you from getting near her or risk taking to much damage. She can also prevent you from farming. Your best bet is to wait for her to use one of their abilities and jump onto her with your full combo. Then fall back and do it again once all your basic abilities are up hoping they will kill her.

Flash is one of the few escapes Talon will have. The problem with Talons other escape options is that you can't use your ult all the time or you can never use it for damage. Cutthroat can be used a escape but not always, it's rare to have a random minion just asking to save you.
Starting with a longsword and potions will help you deal damage and last longer in lane. The warding trinket is a good idea for any laner.
Build into:
Tiamat should be used as a part of your kit. I usually set it to 1 on my items to make it easier to use.
Final Build:
Rav hydra should be used like Tiamat should be, Which is any time you jump onto someone. Black cleaver is a good idea due to the fact that if you engage with Rake you apply two stacks before you even jump onto the enemy.
Depending on how you're doing will depend on what your boots become. If your doing well get lucidity, If you're doing decent get lucidity but if you're doing really poor get ninja tabi or merc treads (Depending on what damage your taking the most.
Bloodthirster is the first and only survivability item you're really getting. Thanks to its 20% lifesteal it helps with dealing with higher HP enemies by taking theirs. It also comes with 80 AD which is never a bad thing.
Last whisper should come in around the time when your enemies are building armour to counter you. Take it only if your need it at the time otherwise build inf edge first.
Inf edge is just to make a bad day for your enemy a really bad day. You can swap it out for something else but I only really need more damage.
Rake will be your initiator to fights. It will apply two stacks of Black cleaver (Assuming you have it) to anyone hit. It will also be your main poke in lane but watch your mana, Rake is very mana hungry.
Cutthroat is what you use to pop into or onto fights. You will want to use this after you hit someone with Rake. It along with your passive will add tons of damage to your next two attacks of Noxian Diplomacy and Shadow Assault.
Shadow Assault a amazing escape but an even better ult. Shadow Assault can wipe a full team of half their health if used correctly. It can also save you since when you use it you gain a large movement speed boost and go invisible.
Combos:
Usual combo:
Start off with a Rake to get your passive and damage off on a enemy. Follow up with cutthroat to add a damage buff and even higher slow for a split second then follow up with Noxian Diplomacy (It would be best to activate it prior to jumping onto someone). Then use Rav or Tiamat and finish with Shadow Assault. If they're still alive chaise with Shadow Assaults invisibility and wait for Noxian Diplomacy to come off cooldown or use ignite if they're low enough.
Teamfight:
Throw Rake on as many enemies as you can and jump onto the one you want to focus. Repeat the basic combo explained prior but use the invisibility to run away and wait for cooldowns. Only stay if the enemy team can't deal with you or is on low enough health.
