OK great, thanks for the advice, it is my first guide. I was thinking about it after I created it last night with Q already having a slow and Rylai's Scepter not giving much of a bonus to AP. I will review it and go more in depth it was only a casual 1 hour sort of thing. What is your opinion on the rest of the item build?

I haven't read the guide but I guarantee you (since I've tested it first hand) that Rylai's Crystal Scepter doen't do anything for Swain. His Q slow becomes just a bit more effective, W already snares, E slow isn't that much and R slow is negligible. You might as well buy another Rod of Ages or good AP in the shape of a Zhonya's Hourglass and a Void Staff.

Your build also lacks a staple item, Abyssal Mask, I think it also exists in Shadow Isles?

For starting items, I'd say boots and a Doran's Ring are better than the blue crystal, even if you're going for the early RoA. If you're raping, buy Abyssal before RoA, unless they haven't got a single AP based dood.
