Olaf is played top lane for a few reasons. One, that when he has his ultimate he is very hard to gank becuase he can break cc and be invunerable to cc. Secondly he does true damage which is amazing to enemy tanks and other bruisers in top lane. He's picked very often and is a lot of fun to play.

Pros

+Great in top lane.
+High burst true damage.
+Hard to control, his ultimate makes him unable to be CCed.
+Lots of damage output combined with his kit and passive.

Cons

-Only has 1 gap closer / slow that's not that spamable.
-Can be kited easily when he doesn't have his ultimate up.
-Adds no utility to a team, just a tank / dps
-Can be hard to stick on targets sometimes.

Runes

Precision
Fleet Footwork
Phase Rush

When you play Olaf, you build him as a tank, becuase he does true damage and he blocks all incoming CC with his ultimate. He should be able to easily take the AD carry out of the team fight. This is why you build these runes, for this purpose into late game. It also helps you farm early levels when olaf is weaker in lane. You should go offensive runes when playing Olaf. This is so that you can counter the lane. Be sure to play aggressive in top lane and farm effectively.

For Aggressive Olaf Build

Core Items

Indispensable item. Frozen Mallet really good early game item for Olaf. Because gives a considerable amount of Health and AD. And ideal passive for Olaf.

In my opinion, Tenacity required for the tank.

Indispensable item #2. This item is ideal for Olaf. Because Olaf Middle Game is very strong with this item.

Tanky Olaf Build

Item Sequence

Mercury's Treads 1100
Warmog's Armor 3100
Atma's Impaler 2300
Maw of Malmortius 2800
Randuin's Omen 2700
Enchantment: Alacrity 450

Amazing threesome. This item is beautiful with Frozen Mallet+ Warmog's Armor.

My favorite Magic Resist Item for Olaf. Because Really good passive and shield ! + AD.

This my favorite team fight item. Really good passive and active. Gives good health. + Armor.

Aggressive Olaf Build

Item Sequence

Berserker's Greaves 1100
Warmog's Armor 3100
Ravenous Hydra 3300
Phantom Dancer 2800
Bloodthirster 3400
Enchantment: Alacrity 450

to be added...
  • Berserker Rage :This passive is actually one of the best for any bruiser in the game. It allows him to go crazy and win a lot of battles that he normally wouldn't be able too on his own. You get stronger as you get weaker and combined with your lifesteal on your W you can lure enemies into thinking you're weak.

  • Undertow: If Olaf picks up the axe, the ability's cooldown is reduced by 4.5 seconds.

Great for clearing creeps waves and chasing down / harassing enemies with. Don't forget to go pick up your Axe afterwards! You want to cast this a little further than you think. The range is deceptive and you'll find yourself throwing the axe a little short - so extend the range just a bit when you cast.

  • Vicious Strikes: Fantastic built in lifesteal making you a very deadly foe to 1v1 agaisnt.

  • Reckless Swing: This ability is amazing. You have an extremely powerful, spamable TRUE damage nuke at the end of your finger tips. This ability will take down any enemy no matter how tanky they might be. Even if you're a pure tank Olaf you'll always have great damage output because of this one ability and it's TRUE damage.

  • Ragnarok: Makes him that much more of a threat because he gains tankyness and he gains the ability to not be crowd controled. This is a very powerful tool to have on a bruiser / tank because the only way to stop them usually is to CC them and you can't CC Olaf :P

Laning Phase

The biggest strategy with Olaf is, honestly, knowing when to pick him. If you see a champion that is typically picked for top ( Vladimir, Kennen, Gangplank) that has ranged harass will be able to just beat you almost every time. You'll have to play perfectly while they easily win the matchup. Olaf though's general combo is to throw Undertow to close the gap on his opponents, activate Tough It Out and Reckless Swing his opponent. If you can get a Reckless Swing off, you'll almost always outdamage your opponent. You really only want to pick Olaf into a matchup you're sure to win as many champions have more utility than Olaf in a teamfight, you are pretty much required to cripple their top lane.

Team Fighting

You generally want to get on target you can to begin a team fight with. If you can charge the enemy carry as you feel you're tanky enough then you should but if it's not the right time to do it don't. Attack whoever you can until you feel you can run right at the enemy AD or AP with ease and close that gap and just murder them. Yes murder them. Make sure they're not able to get away from you because taking out those team champions in a team fight is vital for you winning most of the time.

Counters

Once again, Olaf is countered by most everything with a ranged harass in lane. Furthermore, he has huge issues with % cleave champions like Warwick and Kog'Maw who can simply cut through his high max health with their abilities. He also has a major issue being kited so high mobility champions like Ahri, Tristana, and Graves can be very difficult to get to even with your Ragnarok active.
