Introduction
Interrupter - He is good at stopping enemies from capping, his ultimate cause damage which can disrupt them, As well as having Heartseeker strike to stop them. Combining both his ultimate and stun together can be devastating as if the control point is still under your control, it would help you kill them.
This brings us to Pantheon's other great role - Killer
Pantheon is a great champion to play for killing enemy Champions. He should to easily be able to wreck nearly anyone who isn't a tank/built tank when you have rank 3 HSS. His burst is brilliant and combined with his stun (and his passive for when they're nearly dead) makes him a very scary Champion. His spear shot can be very useful aswell; as when you've got a point in Heartseeker strike, it's automatically crits at 15% which can be a life non-saver.
For Pantheon; Armor penetration is the way to go. This is because it scales extremely well with heartseeker strike; and when you ranking that up the most, in the words of Borat: IS VERY NICE! In normal games you normally see Pantheon getting either a Last whisper or a Brutalizer just for the armor penetration. This is why your second item is a Brutalizer, which then becomes a ghostblade later on, because.. why not? Extra attack and movement speed when needed is very good; especially when you're chasing after that kill you want!
By having your runes with the items, you should be able to dominate people quite easily and keep hold of them control points!
Attack speeds runes are there for when you've used your abilities and need to get a couple auto attacks in, these would help you get them in quicker; and in some cases save your life.
I got some Attack damage runes to help the damage out in early game, this is so you can keep harassing your enemy Champions when needed, or help to get that extra burst which would help you kill the enemy Champion and cap that well deserved control point!
The Quintissense's are also ARP because you can never have enough!
Using the items in the build, you should be able to pump sufficient damage when you get your Brutalizer. Which takes you hardly any time to get. (Buy boots, run to top to cap, protect for a bit then you should have enough gold for it)
Later on by having the items in the build helps you become a bit more tanky so you won't get killed so easily if they've been stacking damage.

I've chosen Ghost and Exhaust because Ghost will help you capture points in Dominion and can help you save points aswell. Exhaust is used for when you run against two people and need to reduce their damage/run away from them while killing the other person/waiting for backup.
You can replace Ghost for Flash if wanted, but Flash isn't needed much in Dominion compared to the need of Ghost.

If you have a friend or a couple friends that you play with together, Pantheon works really well. This is because he has AoE, stun and can teleport across the map to help people out when needed.
You could also play certain setups which work well with Pantheon, to help dominate over the whole Dominion. Champions that I've seen work very well with Pantheon are most stunners; as it gives Pantheon and the partner champion more time to burst the enemy Champion down.
Other champions that work very well with Pantheon in Dominion is a Nuker, as they just kill the target(s) nearly instantly and have more time to cap the point.
One of my favourite set ups is Pantheon with Blitzcrank for defending, as you hide in the bush at the back, then when the enemy Champion tries to cap the point; Blitzcrank can pull him in (while I spear shot) and then knock them in the air (While I heartseeker strike) then when the Champion has landed, and if he's still alive, I then stun him and we both try to finish him off. This doesn't work very well against multiple Champions unless you have exhaust because you just nuke one while the other one is exhausted so it can't get away.
