For a melee fighter like Pantheon, you'll probably wana take 9 of these. Pantheon has almost no escaping abillity and may not survive in a prolonged skirmish. To make sure skirmishes end as quickly as possible, you wanna be able to deal damage as quickly as possible so enemies either retreat or die while you can still go on. (Trust me on this one, it makes a HUGE difference.)

Pantheon's forte is his abillity to deal MASSIVE damage with his skill combo and normal attacks, and you really wanna take full adavntage of this. Increast your armor penetration and therefore increase damage dealt. (You will find yourself doing slightly more damage with this on.)

Pantheon is ,in a manner, very weak against ranged casters. Not only will he not be able to catch up with fast moving casters that attack from range, he will easily die to a prolonged skirmish against one. Therefore, I advise you take these for some protection against them in early game.

Devastate enemies in early game with a high chance of a Crit. Combine this with Passive Heartseeker Strike to be able to farm a lot more effectively.
NOTE: If you dont feel comfortable with these runes, you can switch some for Speed Increasing/Dodge Chance runes. I tried them and they prove to be effective.

Now for the masteries. You notice I put a lot into attack masteries. This is because Pantheon is able to do a devastating amount of damage, and thus I buff up this abillity. However, we all know Pantheon lacks defence and has no excaping abillity. That's why I put the remaining mastery points into ensuring he can survive a prolonged skirmish. Note the item build. Put that build together with this and the result is a massive blow onto enemies without compromising survivability and speed (for escaping just in case.)
Basically exhaust slows down enemies (and we all know that) and I take advantage of it to ensure enemies do not escape when they are low and when I was just about to kill them. Pair this with Boots of Swiftness to make sure no enemy escapes when you dont want them to.
Pantheon is a mana hog... All of his abillities use up a lot of mana. I picked Clarity so that
he would be able to recover mana in an emergence situation. Pair this with the Manamune and you have mana for your use with abandon (although I dont actually recommend using it with abandon...)
