Introduction
After lots of games, i think i finally found the thing. It might not be perfect, but its working really well for me so i will share the concept. Feel free to tell me how to improve any part of my build, but please always include the reason why something is good or bad.
This is a good response: "I think your armor marks are bad cause taric doesnt need bonus armor from runes. ... -1"
This is a bad response: "OMG noob armor marks. -1"
The wealth part (gold per 5):
Greater Quintessence of Gold
Greater Seal of Gold
The "now i must survive" part:
Greater Mark of Armor for armor, since extra armor in lane is nice to have and other defensive stats on marks are even worse.
Greater Glyph of Scaling Mana Regeneration for extra mana! If you are a taric, you want more mana, cause it will transform into more hp eventually. I was using Greater Glyph of Magic Resist, but i just felt like i don't need them so i got the mana regen instead.
If you come up with a better combination, tell me, this is a new concept to me and i am open to suggestions.

The "now i must survive" part:
Greater Mark of Armor for armor, since extra armor in lane is nice to have and other defensive stats on marks are even worse.
Greater Glyph of Scaling Mana Regeneration for extra mana! If you are a taric, you want more mana, cause it will transform into more hp eventually. I was using Greater Glyph of Magic Resist, but i just felt like i don't need them so i got the mana regen instead.
If you come up with a better combination, tell me, this is a new concept to me and i am open to suggestions.
Now since you want to be wealthy, get the gold per 5 items as soon as possible.
Start with a Faerie Charm, two Health Potions, Mana Potion and a sight ward. You don't want to spend all your gold on wards and pots, simply because you want your philo as soon as possible and the 3rd health potion is usually not that usefull on taric anyway.
When you get back, get a philosopher's stone and another sight ward.
If you are laning with a mana-hungry carry and you are not prone to instantkill, buy your carry a Mana Manipulator. It will help you both; This item is fully optional though, you can afford it if you want it, but you don't need it.
After that get a Heart of Gold and a sight ward.
Continue with a kage's lucky pick and Boots.
Then finish up your Soul Shroud, it is an awesome aura item for your team.
Continue with Mercury's Treads and finish it up with something like zeke's herald or Aegis of the Legion.
In the end, you will be bulky and you will give your allies so many auras that they will just love you.

Here it gets funny. Many people are taking Heal nowdays. That is good - on the ad carry (it heals the person that used it more)
Many supports are still using Clairvoyance. That is .. well, not necesarry anymore. If you take clairvoyance instead of an offensive or defensive spell, you are making your lane harder against opponents that do have that extra spell to throw.
People also take Flash on taric. Well, i guess. You sit in your brush for ages, leaning on your maul.. then your jungler ganks, you flash towards the enemy and stun! Kinda boring if you ask me.. i feel like flash promotes sitting-taric gameplay.
Why Exhaust and Ignite?
a) Your carry doesn't need to take exhaust and she can take Heal and Flash instead.
b) Ever since the changes in season 2, full supports just don't feel that usefull anymore. The idea is to let the carry do all the work and just.. support him. But this model is too often wrecked by kill-combos (like leona + corki). When the enemy lane goes towards you to kill you and all you got is flash, clairvoyance and heal.. you are pretty much screwed.
Of course it can still be played and it still can work, but there are other ways to play since the season 2; which also means that the support-carry model got harder to play properly.
The idea behind this build is to provide a support that actually deals damage. Not just a fancy boy in blue crystaline armor that looks pretty and runs at any sign of trouble.
Many supports are still using Clairvoyance. That is .. well, not necesarry anymore. If you take clairvoyance instead of an offensive or defensive spell, you are making your lane harder against opponents that do have that extra spell to throw.

Moreover, what is the best way to win a lane? Outfarm? Not anymore. Kill. If you kill your enemy, he will be missing experience the entire time until he gets back. Not to mention last hits. If you kill the enemy carry (even if you steal it), your carry farms and the enemy one does not. Killing stuff is the way to go nowdays, at least in normal games and lower elo.
Ignite will help you kill your opponents, or discourage them from trying to kill you, which can also be very usefull.

Just remember the part from the intro - don't just noob me out for something, always give me a reason for what you like / dislike.
