This build is terrible for Rumble. You cannot play a tank as you have no CC abilities or escape mechanics. Your scrap shield is a 1 second movement boost and a small shield that absorbs a minimal amount of damage without exceptional AP boosts.
This guide is terrible. Rumble was not meant to end a game with 150 AP and minimal armor. If you want to play Rumble as a tank you must follow up with additional items that give survivability. You did not mention any of the items that most offtanks will use to help them survive being targetted in a team fight. I play Rumble every day for many hours and among all the builds I have tried I am almost always the chosen or sought after target in a team fight. Quicksilver Sash is almost a necessity to escape any cc mechanics. Thornmail is imperative to playing against melee based carries like Ashe and Tryndamere. Learning the different roles Rumble is capable of won't make you a better person. You have already failed horribly at that. However, maybe it will give you some insight to how to increase your stats so that you don't shame Tristy or the Mechanized Menace.
Downrated for failing to provide any real indication of a tanking structure. Masteries and runes do not make a tank. The skillsets and mindset of how to cover your teammates does; which you failed to outline.
