It depends greatly on how Garen builds. If he's a smart MOFO and builds a thornmail early on, as well as some more armor, he may be able to kill you. Additionally, if he takes a Skirmishers saber as well, you may be in for a world of hurt.
Tryndamere
This is a battle of skill and build. If he read this guide, expect an evenly matched battle. Essentially both of your Ultimate will become useless. Harass him early game if he bought Q first.
Aatrox
Aatrox is an easy counter. Either wait for him to foolishly Jump onto you, or Spinn in his face for some easy harass. Any exchange is tipped in your favor.
Jax
Don't take him lightly. His kit is focused on dueling. Engaging him on a pure out 1 on 1 while his Ult is up can be suicide. Play it safe and ask for ganks to lessen the difficulty.
Riven
Her Early game will be stronger than yours. Late game should be all yours, considering you can snowball harder than she can.
Rengar
He's Paper to you. Consider engaging him frequently, you'll win most trades or flat out demolish him.
Fiora
Stack Fury, then engage on her. Pre 6 she may win some, depending on how you play. Post 6 with full fury she doesn't stand a chance.
Shyvana
Build Armor Pen and you should be able to win most encounters.
Darius
For the most part you should be able to win this battle. Build Armor Pen, since he'll probably go tank first. At 5 stacks be prepared to Ult, as he will do so 4/5 times.
Yasuo
Don't let him kite. Use Mocking shout to debuff him, and you will win all exchanges. Be ready to spin onto him to secure kills.
Master Yi
You're his Bane. Like Yasuo, don't let him get early harass. Most exchanges will be in your favor.
Zed
Consider buying a Scimitar for this very reason. Unless he gets early ganks, he probably won't be a major threat, even with his Ult marked on you.
Pantheon
Dueling Pantheon can be frustrating. Passive, CC, and AOE damage will be infuriating to overcome, but not impossible. Consider asking for Ganks
Maokai
Tanky, cc, and AOe, ask for ganks and avoid over extending.
Teemo
CC, Shrooms, and Ranged Poisoin is your bane. Expect him to win most engages. Hope he doesn't know how to plant shrooms, and don't over extend or tower dive him.
Renekton
Ultimately a battle of skill Watch out for his Stun. He may try to bait you, so remember he can turn around on you once he has you where he needs you. Play smart.
Dr. Mundo
Mundo can be annoying. His slows and aoe will be a hassle, but you can defeat him if you. Avoid engaging him full on when his Ult is up, you can't burst him.
Gnar
Gnar is annoying, engage on him with full fury when he's mini, you'll win 9/10 times.
Irelia
Don't engage on her first, wait for her to engage you, then go ham. Never go on her without full Fury.
Jayce
He'll try to poke you down. Play it safe and engage once he's mid health.
Kayle
Her ult is annoying. Avoid being poked and harass her. Most trades can be tipped in your favor, if you go in with full stacks.
Ryze
If he seals you expect to be burst down. Ask for ganks.
Rumble
Who uses Rumble? Well, he's squishy, but can poke you down with enough persistence. Spinn onto him and punish him.
Amumu
Avoid fighting him with his Ult activated.
Rammus
Rammus is Tanky but still capable of dealing massive damage. His taunt will give him some free harass as well. Duel him only if you know you can win.
Smite is an amazing skill to take for your toplane. What are the benefits to this? Once you've upgraded into your skirmisher's saber you'll become a dueling legend. All battles will be tipped in your favor. Upgrading into a Devourer, you'll gain and additional 40 Magic Damage on hit, with your bonus 19-69 True Damage applying every time. Stacked together you become a powerful Destructive Force.
Teleport simply to help you get across the map more easily. Also helps with roaming ganks, reaching bot lane if they're being pushed too hard.
