Yes ! Instant upvote, finally someone who brings up the CDR-Sivir Idea again - that was my first thought.
But what you write is weird. "Sivir has no DPS boost" thats just wrong. Ponder the mechanics of
Interesting idea. I don't know how she got such a huge final CDR value though. High CDR would be good on sivir though. Spammable spellshields would mean a lot. I will try and implements elements of that or ven do a full CDR build for Sivir soon.
There's no need, Lagger pointed out a lot of the bigger things. But you have a lot of 'smaller' issues in your guide, also there being a lot of wrong information and just the overall lack of needed information.
To point out a few, Nunu's W is half a PD at level 1, not a full one. Lulu is probably the best support for Sivir aside from Taric. No mention of a lot of good/popular supports either. Lack of flash in the cheat sheet. No mention of barrier. Spirit of the Elder Lizard which won't help you farm as it only works on neutral monsters which you won't be dealing with aside from golems or baron/dragon. Your runes and mastery chapters are to explain your choices not just tell us what they will provide. Plus the runes are pretty bad. Armor yellows are a must on bot lane as well as other lanes.

Care to point out specifics?
If you are level 30 and you are this bad, then all the more you should not write guides.
Let me go through the number of wrong things about this guide:
1. Ignite/Teleport, no Flash
2. Wrong runes - no armor on yellows.
3. Wrong masteries - I think you used to have something which wasn't 21/9/0. Now it's 21/9/0 but both trees are specced wrongly.
4. Clearly wrong item build. Jungler item on laner.
5. Clearly wrong item build. Ghostblade as attack speed item?
6. Clearly wrong item build. The problem with AD-CDR Sivir is that she falls off late game, and she falls off hard. She is a carry and should not be built as an AD caster.

Maintain some decency in replies. Read the guide carefully again before replying. I have been updating the guide a lot. I did mention flash. It depends on play style. Teleport is core strategy for this guide. About masteries: I don't get what you are trying to say. I don't care about labels. If another item gives me the same value and specs i'd build it jungler item or not. Ghostblade gets you attack speed only when you need it. Yo don't need AS all the time. Read again. This is NOT a lategame build. Press R to win is highly overrated on sivir its nothing compared to vayne or tristana.
The build is ****, and some of your statements is just plain wrong.
I also found this very interesting:
"Remember that it is a bad idea to combine items like The Black Cleaver, Youmuu's Ghostblade and Last Whisper You either build flat armor penetration or percentage penetration. Never both."
Tell me why Cleaver and LW is never a good idea to stack? I don't know exactly how armor penetration works, but if it applies percentage ArmPen before flat ArmPen, it is certainly a good idea to stack them.
Thanks for pointing out the error. I Was going based on outdated data. Percentage goes before flat. That means it is a good idea to stack those items. I will update it.
I am NOT pre Lvl 30 (I have been playing at lvl 30 for more than 2 years now). See the section which describes what kind of build this is. I accept constructive criticism. Don't ask me to include crits chance items though. It is out of the scope of the build.
