The reason why you take Armor Pen Marks is meaningless, because you say ONLY Parley on minions (and Minions have NO Armor in the beginning, and when they start having 15 Armor your Parley kills them anyway). - Anyway I am a fan of Armor Pen Marks myself, although I use Crit Chance Marks. Both is good, early the Critical Strike is better in my opinion (because it works against minions aswell). (Marks + Brawler's + Materies = 18,4% Crit at lvl 1)

Also since the Philisopher's stone was nerfed that hard and won't stack his Gold creating ability any more it might not be a good pick (maybe 1 Philosopher's stone might be okay, but NOT 2). Therefore with your build i would start with the health regeneration item of Philosophers Stone, and not with the Mana regeneration. Buy 1 Mana pot and lasthit some with your sword (you'll need the hp when you start to deny the enemy).

2 Avarice Blades? Just NO.

MR Glyphs might be a good choice that I haven't tried out yet (I am going for flat Cdr for more Parleys and some needed Remove Scurvys).

To the Masteries: They seem fine to me, the one point that bothers me is in Offense. Do you need 15% Mpen only for your ulti and your poison? Does Mpen even benefit your poison? If yes it might be an option, but i prefer +1 more damage on brute force.
Remember: The main use of your ulti is to keep enemies in a particular area for longer time, to save towers from huge minion waves, and only secondary to deal damage (it's only a "nice" addition to the slow you need).
Brute Force ALWAYS gives you +1 Damage on your autoattacks and +1 Damage on your Parley, thats why I would even max it for the cost of 1 gold per 10 in utility.
(Remeber: This are 6 gold per minute [!] and therefore only 180 gold in a 30 minute game[!])

Anyway I like your style of writing, although it is a bit too aggressive.

philisophers stones do not stack anymore.
