Introduction
Also this is my first time making a guide so bear with me if it isnt perfect >.< which its not.
The runes i chose are basically aimed at gold collection, and defense. Another option i go with sometimes is the armor seals in place of the avarice seals.
The armor pen marks are just nice for those parley harasses. You could probably run something else, like crit, but i like the armor pen.
Armor seals are super nice for defense and that survivability, which is quite vital to Jewplank. Same reason for the magic resist blues.
The quints are pretty necessary because with the masteries it makes for a total of 5 gold per 10! at level one this is pretty insane.

Basically your first priority is gettin that money. Philo stone is vital to being able to survive at top and to keep parleying minions. I usually will go back and get it around 3 or 4 and tele back to lane. Your next back should be for your Heart of Gold, and your avarice blade. Try to get both in one back.
HoG is for keeping you alive and the avarice blade is for the crit. Once you have these items, hold onto them! stockpile money at this point until you can get your infinity edge. if you're doing it right you should have your I.E and trin force at about 25-28 minutes.

Parley is the most important skill to max in order to get as much money as possible. If you're taking a lot of harass, like if you have 2 in your lane instead of one, delaying maxing your q is worth it to get the increased oranges to stay in lane. After maxing Q, you wanna max your oranges for more survivability.
THIS BUILD REQUIRES TELEPORT. i can not stress that enough. You need your tele to maximize farming time and to be able to go back to get your gold per 10 items and quickly return to lane.
Ignite is honestly just a preference. As gangplank i often find myself needing that little bit of extra damage. ignite handles this for me.
You could also run Flash, or Exhaust as well. Flash is probably the most universally useful spell in the game so i mean i dont see why you wouldn't bring it. (unless you need tele)
Exhaust isnt my favorite cause gp is fast and has a passive slow, but hey if you wanna try it go for it.

HOWEVER: even though the point of this build is to be defense, and to turtle, i often find myself being able to get kills as jewplank. Enough parleys and suddenly i can ignite, ult, parley and watch them die.
Just because the guide says you should be defensive, doesn't mean you should be, if you can be a bully in your lane.
