The only problem I see with this guide is the masteries. Why go Summoners Wrath if you're not going to use the abilities to make it useful? However, I did find this guide very useful. You should add more stuff for late-game ****.
Edit: Read and saw why, but I still stand by the adding items.

I have to many disagreements with the item picks. I have tried and tested a lot of Soraka builds, and this one just didnt work for me. If you want to know what exactly i disagree with, feel free to PM me, but i do not think its proper to discuss it here. But all my discrepancies aside, its a very well established guide, with good depth, and alot of info.

PM sent, will welcome and honestly consider any criticisms you have. I want to improve too.

Nice layout, my thoughts on her precisely. I find her really slow with only Ionian Boots of Lucidity... don't you ?

What do you get on her to make her move quicker? I mean, I could foresee selling Ionian Boots of Lucidity for something else later by maxing your cdr with something else, but that early 30% cdr is too good in my opinion.

Only issue I have with taking Philosopher's Stone twice is because the GP10 doesn't stack, but I totally get why you would do it. I've played with competitive teams where it's not that my AD Carry isn't good, it's that they want to harass as much as possible and tank the minions to get that cs up because they know that I can spam Astral Blessing because of my insane mana regen. It really lets your AD Carry strut around lane feeling next to invincible and frustrates your opponents when you counter their poke lane.

When I do take both of the Philosopher's Stone items though I never have 2 of them at the same time, I'll wait until I have enough gold to both upgrade 1 into an Eleisa's and then purchase another =]

I like this guide, I do think you should take out the warding section though as it's just too vast a topic to cover in a character guide without creating a guide in itself.

I REALLY like that there are other people who don't take Starfall until absolutely necessary ^_^

Also, I'm personally not too great with mana, and as I don't play ranked yet I support a lot of people who need more frequent healing, so I take Philosopher's Stone twice and get 'both' Shurelya's Reverie and Eleisa's Miracle, but then I generally don't build much AP at all.

I will be trying these item builds out however =]

Thanks for the support :)

I'll definitely create my own warding guide within the next month or so (making champion guides is too fun, especially when you get positive feedback). But until then, I'm just going to leave it in since while it is nowhere near complete, it is still good information that can only benefit the reader.
