these are just simply runes for helping ur early game and easier fb. also arp is good at late game and ease killing tanks.

Masteries

Basic masteries which buffs up ur infinity edge and some more killing power. Def masteries help u to survive ganks and early game. U get more armor and mr when ur courage stacks up at late game.

Items

These are just garen carry killer items. makes him bit durable and deadly in tfs. Lots of critical chance and ad which makes u easily to crit 1k bangs. also like 500 movement speed and slow makes u superbad.

Skill Sequence

Skill up spin to win and then decisive strike to kill ur enemies. just one point to courage so u get ur resistances.

Summoner Spells

Explains themselves; for easier fb and exhaust for cutting down the enemy carry. ignite for against support and noob heals.

Summary

If u r able to fail with this build i can say u suck. Or u just are getting focused down and u dont know how to play but u can practice ur skills and become better player =)
