The main problem with frozen heart on Rammus is that you actually want your enemies to have a high attack speed so they can deal more damage to themselves while you ball curl is active.

Build confirmed to work in Co-op vs. AI beginner mode, and by work I mean score better than 0/80/0. Not sure about actual game.
