tanky fiora is alot better in my opion.
Start blackcleaver for cdr, pen and speed boost incase you miss a vital or hit a minion. mercurial threads for the tenacity.
ravenous for life steal more dmg from passive and auto reset and then tank you could do titanic if you want to me more tanky but you won't get asmuch sustain.
deadman's still gives a bit of dmg, movement speed and tank
spirite visage for more heals from ult and tank
last item go for frozen mallet if your getting kited to much and look more threatening with 4k hp or guadian angel for more protections or for another dmg option deaths dance this gives more dmg cdr and sustain but i you already do alot of dmg so its mot really needed.

fiora dosen't really have counters because in most situations you can out play the enemy but if i were to say any i would say champs with intant stuns like renekent and irelia
