Btw, too much cd reduction, 2%more than the cap. The utility masteries really is a bad choice with taric... (imo :P)

Ok, but I've never had any mana probs with mana-reg/lvl seals :S
Wtf? You don't even get mana reg? How the fuzz does it help with mana probs then??
You can't mean you seriously notice the difference in having +5%mana..

It helps a ton with mana problems that he tends to have. It reduces his cooldown and just overall makes him a faster better healer. Once I tried out utility and ended up trouncing the game I was hitting their nexus for like 500 with my ult on. I don't think he needs more attack power, and his heal and passive armor increase help a ton with turrets. It's only mages you need to worry about and that's easily countered =P

Why utility?

Yeah he does kind of lack in defense but really only early game heavy mages can kill him...and only two of them. His W helps with armor so if you're laning against 2 melee then you should get that second instead of your stun. I promise, it helps. I like to start building Nashor's with the mana/ap side first to get my heal up and going with enough mana regen to go, then I grab the atkspd% and finish of nashor's tooth. (slide the boots in there somewhere...usually go meki pendant, boots, fiendish codex, nashor's tooth.) Sometimes picking E for your first ability also helps as it does a stun that can be used to chase, run, and it causes a fair amount of damage up close while you're whacking them.

Scratch that. Wit's End is pretty nice, but this build is kinda lacking in defense early on..

Seems pretty nice. Not too sure about the Utility specc and the Wit's end though..
I'd definetly get deff over utility any day and the bonus from wit's end isn't all that useful, besides; you have 7 items :P
