Introduction
Due to his True damage passive and awesome kiting abilities, he is fun to play (GEEOOMETTRY) as well as providing consistent damage at a safe distance in a now (very) tanky meta.
However BE WARNED. Vel'koz is an extremely skillshot dependent champion (all his abilities are skillshots) so if you can't land any, don't play him.
You should be able to CONSISTENTLY dish out the MOST damage to champions because of your safe range as well as true damage passive.
Although going mid is preferable, Bottom lane Vel'koz is a force to be reckoned with.
Also his ctrl-3 spam is really fun.
It's all about the items.

Season 6 is an especially tanky meta, and so items need to be penetration oriented.

First build Frost Queen's Claim. The active is really nice and should be used to ensure that you aren't out of position.
Next shoot for Luden's Echo, which will be most of your damage. Since his passive and high base damages, his items should be more focused on utility.
Buy cooldown reduction boots.
Then build Liandry's Torment (really nice against tanks).
Finally build guardian's angel and void staff for the armor/magic resist and magic pen.
