Garen is a cooldown based melee attack damage hero. This allows him to be very aggresive in the laning phase of the game. Other Garen builds have you spec only crit chance and attack damage. These do allow you to deal serious damnage with his E ability "Judgement". This build will be a combination of attack damage and health items. This allows you to stay in team fights longer instead of leaving the combat when judgement is on cooldown. Also remember Garen is a champion killer more than a creep killer so if you have the choice between harassing and last shoting creeps you should go after your opposing hero.
Early Game / Laning Phase
Garen is able to deal serious damage early game but his cooldowns are also extremely long. Wait until you and your partner set one target and are in range for "Judgement". If you can keep your opponent inside "Judgement" for the whole duration their health be very low. If you saved exhaust till after "Judgement" you will be able to wail more on them and possiblely get the kill. Also you should try and last hit creeps when you spec into "Courage" so that its passive does build up. Remember though you should harass instead of last hitting creeps.
Mid Game / Begining Team Fights
If you haven't been able to get many kills early game then this is your time to start. You should have Phage already and possibly your first lvl boots. You should also try to kill steal with your ult "Demacian Justice" if you are low on kills. If you are the only character on your team that is close to a tank you should begin team fights and try to silence the casters with "Decisive Strike". If you get targeted use "Courage" for its active ability so you don't die too fast. Once you are in the middle of your enemies use "Judgement" and stay close to as many as you can. When your team has lowered two enemies to low health "Judgement" next to one, if "Judgement" is not on cooldown, and use your ult on the other if he has low enough health for it to kill.
After team fights if your team won try to kill the towers. Rember DS's(Decisive Strike) bonus damage applies to buildings as well.
Late Game
By now you have some serious health items such as Frozen Mallet and Sunfire Cape x2. your Damage items should be Atma's Impaler. The last item is really up to your role in game. If you are being the tank then get Guardian Angel. IF you are being a dps then you should get Infinitee's Edge
