Sivir shouldn't have much problems laning against Ashe. Maintain a passive poking style of trading with Q and try to use this time to focus on farming.
Draven
Sivir has alot of trouble laning against Draven if he pressures her off farm and pushes her out of lane with the poke. My advice is to run a Doran's shield and try to poke him out with Q and W while keeping distance.
Vayne
With Vayne it depends on the playstyle of the laner. Vayne's early game isn't superb, but not bad either, so stay on your toes and use your E to block her E.
Caitlyn
Caitlyn has good early poke in the form of her Q and the extended range of her passive sixth shot. Keep your distance just like with draven and try to gain mana by stepping in traps that she places in awkward spots.
Corki
You will probably almost never come across this guy in the botlane, but if you do; stay behind your minions and block his cannon balls with your E, this should keep things in order. Corki is very easy to kill before his Trinity Force power spike, so take advantage of it.
Jhin
Jhin can be a problem when you are facing a player who knows the in and outs of the champion. Avoid getting snared by his E and make sure to block his 4th shot with your E.
Kalista
Kalista; Just like Draven, is a lane bully first class, so make sure to not engage into long fights with her because she will win. She has almost no form of ranged ability poke so make use of your Q to poke her out of lane and relieve some pressure.
Kog'Maw
Kog'Maw is a good victim to your early game poke, Force fights often and poke with Q in the early game to get ahead quickly.
Lucian
Lucian has good ability poke in the sense that all his abilities are either pokes or engages, and they all reset his passive double shot. Make sure to only engage on him if his abilities are on cooldown. He will most likely try to dodge your Q with his dash so make use of it. Always be careful though. He has a strong early game burst.
Miss Fortune
Miss Fortune can, but doesn't have to be a problem. Her early Q poke is one of the best at the moment, but easily blocked with the help of your E. So make sure to stay at a distance when your E is on cooldown, and make use of the lowered damage of the auto's of the user is building lethality early instead of crit.
Tristana
Tristana can be a problem if she stacks her bomb on you, but it is possible to block with your E, just like the knock-back of her ult. Alot of potential to poke at her with Q, but she has a solid escape which makes it hard to kill her and easy for her to all-in engage.
Twitch
Twitch does not pack a punch early in the game, and can thus be toyed with until he gets his crit. Make use of this by bullying him in lane so he gets behind.
Varus
Varus is can be divided into two groups. The rageblade varus and the lethality varus. Rageblade varus has a later powerspike than lethality varus. So its easier to trade with him. Lethality varus has a strong ranged poke that is available around every 5 seconds. Make sure to block them and His R when possible to avoid getting pressured out of lane.
Xayah
Xayah, like Vayne, can be a problem, but doesn't have to be. If you avoid getting hit by the feathers, trading with her is posssible without major drawbacks. The E root can also be blocked with your E.
