BUY BASIC BOOTS AT START ONLT!!!!!!
well, im going to share a few secrets i've found with the updated items with teemo :D
you dont need to upgrade boots because zeal will bring you to 412ish movement which is 30ish above your average champion with upgraded alacrity boots.
your game is all about crit damage and you can only 1v1 baron with 2 full bloodthirster's.
its become alot harder since before update
well, with the new movement scheme boots do dramatically less compared to before the update, teemo now moves faster than 80% of champs "with" LvL 3 alacrity bonus (+15) using only LvL 1 boots. the average champ does 390ish, teemo with 1 zeal and basic boots does does 412.
boots with alicrity cost : 350+550+570 = 1470
zeal + basic cost = 350 + 1195 = 1585
you move faster with zeal
and just look at the extra stats you get.. lol
the 5% movement drop with phantom dancers has made Trinity force a good option, you can still go for 3 Pd's though. but the change in how movement speed has been worked out is actually a benefit to this build as boots now contribute less to your overall speed. making a PD's value for its price go down dramatically.
2 zeal (2400 gold) 440ish
so you still get that speed advantage that is awesome with a teemo. (with W and ghost out running your opponents is allways pretty easy.
zeal also contributes to your crit chance, which overall is the key factor of adc teemo.
thats why the key part to teemo's success is 2 zeals and a phage, if your desperate.
doing well then snowball away

once you have infinity with or without bloodthirster you can gain HP from Dragon if above lvl 12
the sooner you get a bloodthirster the sooner you can use the jungle to regain HP instead of base.

once you have infinity with or without bloodthirster you can gain HP from Dragon if above lvl 12
very high dmg output / hp regen can cap out at 1100 for basic attack not including poison (which when crit is 90 over 4 seconds instead of 35)
your allways the priority target in team fights.. they will literally run through your entire team in a 3v5 if their not attacking them just to get to you, meaning running away can benefit your team as much as you.
3 champs this guy find's extremely hard to 1v1 in late game is veigar, brand and if your not super fed swain is a tough issue too.
