Twitch: Spray and Shred
A) Damage output is way more important than attack speed. Boosting attack speed with 21 of your runes does not help as much as armor pen and and dodge.
B) Flat runes are not the best choice for Dominion. You level so quick that the level based runes are the way to go.
C) Surge Vs. Exhaust: Exhaust greatly increases your survivability and can guarantee you a kill while 1v1'ing. It can be used to help you escape or nuke. All that attack speed but no damage to back it up will cause you to die. Fast.
