Veigar and the Trip to the Botlane
Arcane Comet:
I'll say it now and I'll say it again: Arcane comet is the best keystone for Veigar, hands down. Not only is it almost guaranteed to hit when you hit your combo, it also forces people out of position (can help u win trades and get up on cs) and can secure hard to hit creeps occasionally. It also scales much better than Aery. Electrocute is another option but I find it to be more of liability, as its CD is pretty long and is worthless pre lvl 3 (which is where you need the most help)
Manaflow Band:
Since poking gives you stacks and deals damage, you're going to want to be poking a lot. That extra 250 mana converts to 7.5 ap (around 161 gold worth) and the mana regen is extremely helpful for staying in lane longer early.
Transcendence:
This is just as important as Arcane Comet, as it allows you to secure 10% CDR early into the game as well as convert extra CDR into loads of AP with the help of Rabadons.
Scorch:
Can be changed out, but I prefer it because it helps compensate with your otherwise weak trading early.
