You have to play rather aggresive for this build to word. Since these are aggresive items, you'll have to farm well and get as many kills as possible.

Its really simple to be honest. Use your "Death ray" to poke the enemy laner whenever your "manaflow band" isnt on cooldown.
Whenever your enemy laner overcommits, poke him with your Q (Siphon Power) and finish off with an E (Death ray). If your laner is a little ***** that always hides under the turret, only poke him with your E whenever your manaflow band is up. That way, you save mana and force him to stay under the turret. That way you are free to freeze the lane whenever the enemy minions are coming.

First blood: Whilest level 1, hit your enemy with 2-3 Death ray hits. If he backs, you'll get a level above him, and probably win the lane of that alone. If the enemy laner decides to ignore your damage, you will kill him in level 2-3. Play around your electrocute. The ideal situation is if you have your electrocute proc ready upon entering level 2 or 3. If your enemy is below 60% hp when you hit lvl 2, you will probably kill him. Use your E once to get the scorch proc. When your E is back up, walk in range of your basic attack. Attack once, and use your Q fast. Get the Q and the basic attack off in time, then use your E (death ray) and finish him off with the ignite. If need be, flash after him and Q him once more. He will die 90% of the time. If your enemy laner flashes before you manage to get the electrocute proc, you should flash after him and E.

If you're not in range for using your Q, just play aggresive with your E, but mind you mana!
