This is a very heavy Tibbers use build. Once you have the CDR in place you're not saving Tibbers for that ultimate splash - unheard of as that may be.
He's your vision, he's your poke, he's your distraction, and he's your AOE. Learn to control him and he will serve you well.
On 40% CDR and max R, there's approx 3 seconds between Tibbers burning out and being ready to be called again. So a lot of the time if you call him early then go hunting, the enemy will see him go down, expect you to be weak, and walk right into another Tibbers to the face.
Additionally with the Rylai's and single target hitting, the slow and Liandry's Torment should quickly take down a portion of the target's health, whilst keeping them slowed so you can go in for the big finish combo.
Defensively if they have big gap closers and you can't land your stun quickly enough, Tibbers gives you the slows you need to get away, whilst also damaging a little at a time.
Remember, sending tibbers far enough away from you will make him reappear at your side. A potential surprise if you keep him in a bush, go in for the attack and he'll appear by your side after a few steps.
