So ive been playing Vlad since the day he came out and ive been using basically the same build until Zhonyas ring was changed. Since thin i have combined a guide i always use to use and picked thing out of a new build i found.So Basically this is just an item build. And also this is a Vladimir build that will provide you with great survivability and dmg.Also to me when i use this build it really does somewhat feel like when vlad first came out and he rape b-hole:P.

SUMMONER SPELLS
Flash: A chosen favorite of most, Can let you make nifty getaways into the jungle or to pop in for a nice finishing blow on an escaping champ.
Ghost: Use it before popping your Sanguine Pool to make speedy escapes from enemies without being touched or to snag those silly champs recalling beside their turret and make a smooth getaway. Either way its a great defensive or offensive move for Vlad.

ITEMS

I thought it best to start out with a simple Amplifying Tome for the AP benefit early and a single health potion.

Mejai's Soulstealer

Statistics: 20 Ability Power. UNIQUE Passive: Your champion gains 8 Ability Power per stack, receiving 2 stacks for a kill or 1 stack for an assist. This effect can stack 20 times: You lose a third of your stacks when you die. At 20 stacks, your champions cooldowns are reduced by 15%

While playing Vladimir I believe that a Mejai's Soulstealer is essential. Since 3/4 of your skills are Area of Effect style, you should never have problems racking up assists. Vladimir is also a killer so you should earn a few stacks from kills as well.

Vladimir can very easily protect the stacks on the Mejai's Soulstealer by simply using the Exhaust + Sanguine Pool combination. A good Vladimir should very, very rarely lose his stacks.

Ionian Boots of Lucidity

Statistics: 15% Cooldown Reduction. Passive: UNIQUE Passive: Enhanced movement 2.

The reason for why I choose to use the Ionian Boots of Lucidity is due to the fact that Vladimir is a caster that relies on cooldown reduction instead of mana. The 15% cooldown reduction you will get from this item is great and when paired with a stacked mejai's will get you a nice 30% cooldown reduction. Now that with your masteries should mean that you have 33% cooldown reduction. This item allows you to spam your skills early on in the game while your Mejai's Soulstealer is not stacked. These boots can be replaced with either Sorcerer's Shoes or Mercury's Treads depending on the situation.

Rylai's Crystal Scepter

Statistics: 80 Ability Power, 500 Health. UNIQUE Passive: Dealing spell damage reduces the target's movement speed by 35% for 2 seconds (15% for multi-target spells)

This item is a beast on Vladimir. It provides you with the two most important things for you, Ability Power and Health. The Rylai's Crystal Scepter also slows targets that are hit by any of your spells. This enables us to prevent the enemy from leaving the battlefield and this will allow us to EXTERMINATE them all.

Rabadon's Deathcap

Statistics: 155 Ability Power. UNIQUE Passive: Increased ability power by 30%.

This is an item that will greatly increase your killing power. Following the removal of Zhonya's Ring and the addition of Rabadon's Deathcap and Zhonya's Hourglass Vladimir has become an unstoppable killing machine. This is an offensive item that should not be overlooked.

Warmog's Armor

Statistics: +920 Health +30 Health Regen per 5 seconds. UNIQUE Passive: Permanently gain 4.5 Health and .15 Health Regen per 5 sec per minion kill. Champion kills and assists grant 45 Health and 1.5 Health Regen per 5 sec. Bonuses cap at +450 Health, and +15 Health Regen per 5.

The reason for why I use the Warmog's Armor is that it provides me with immense Health and a nice amount of Health Regeneration. I also choose to use the Warmog's Armor because the use of Sanguine Pool uses BONUS Health. That means that only Health from items like Warmog's Armor and Ruby Crystal is counted. Buying a Warmog's Armor allows me to deal significant damage using Sanguine Pool.

Lich Bane

Statistics: +350 Mana +80 Ability Power +30 Magic Resist +7% Movement Speed UNIQUE Passive: 100% chance when an ability is used that your next physical attack deals an additional 100% of your Ability Power in damage. This effect has a 2 second cooldown.

I love using the Lich Bane on Casters and Vladimir is no exception. The Lich Bane passive is incredible and allows you to push towers just like your carry. The Lich Bane also makes you even more deadly because you will be putting out an extra 700 - 900 Damage every 2 seconds along with your other highly damaging skills.

Again Please realize that this is a build that i thin really just cant be beat with Vlad and yes there are other ways to build him. Personally for me and my playing style i straight up pwn nubs with this build like none other.
