As a top build this also fails because of AD.

I am one of the few that has seen high elo voli support work...even than you have to have a really good adc..be on the same page...and the enemy team comp has to allow for it....so it can work...however this guide isn't really a voli support build..it closest resembles to me a top tank build...if you support with this build you will never get any money not to mention there will be no vision on the field and your team will hate you. as a top build it is average...and the top rated guide for voli top is much better. also this is too short and does not provide nearly enough information for a guide. please look at top guides and add the necessary sections. good luck.
