Exhaust allows you to wait a bit for the FM, but i think you should do it a bit earlier : right after the first sunfire if there are only physical, after the Force of Nature if there are also good AP dps. In any case, i'd do it before the 3rd "real" tank item.
Your ability sequence is suiting very well with the build, but maybe you could change the Seals to evade (life granted by quintessence is enough in early game, and 50hp is useless after). As you're supposed to make some damage, and marks are damage oriented runes, armor penetration is the better choice i guess.
Never seen such an oriented Xin in game, but this sounds interesting to play and very viable. Nice work :)
